SAPD: Masked flasher who exposed himself to bus of children arrested

Jeffrey Cruz suspected in at least 5 other flashing incidents

SAN ANTONIO – San Antonio police on Monday arrested a man dressed in only a trench coat and a mask who they said exposed himself to several people.

Police began conducting surveillance at the Landmark at Atrium Apartments in the 8700 block of Huebner Road after receiving several calls for an individual exposing himself.

Police arrested Jeffrey Cruz, 35, after they said they witnessed Cruz exposing himself.

Police said they discovered a pattern in the incidents reported to police, noting that no incidents were reported during the summer school break. They said the reports picked back up the first week of school, so they began conducting surveillance.

Officers chased Cruz down and arrested him without incident. He is charged with disorderly conduct - exposure and evading arrest.

Austin Zettner, who lives at the apartment complex, said he had heard about the incidents and is relieved an arrest was made.

"I'm definitley glad that this guy is not getting away with this," he said.

Police reports show Cruz is suspected in at least five other incidents dating back to June 24.

June 24:

A resident informed a leasing agent at the Landmark at Atrium Apartments that they saw a man wearing only a mask when they got into an Uber the morning before. 

The resident told the leasing agent she thought that it might have been a one-time thing or that she possibly mistook what she saw, but eventually reported it to the leasing agent.

The leasing agent called police after children went to the front office June 24 to report that a man, wearing only a mask and a robe, exposed himself to the children as they got on the bus that morning.

July 3:

A woman called police the morning of July 3 to report that a man had exposed himself to her while she was walking through the Landmark at Atrium Apartments.

A police report states the 45-year-old woman told police she has trouble balancing and was looking at the ground when she saw bare feet, looked up and saw a completely nude man.

She said the man had a pair of blue pajama pants in his hands and had his arms out, exposing himself to the woman. The woman told police that it wasn't the first time the man had exposed himself at the complex.

July 3: 

A 22-year-old woman called police to the Landmark at Atrium Apartments the morning of July 3 to report that a man exposed himself to her.

A police report for the incident states the woman told police she was walking her dog in an open area of the apartment complex when she saw a man in only a white ski mask and blue, plaid pajama pants.

She said she lost sight of the man temporarily, but that he suddenly reappeared completely nude, running toward her.

She told police that the man was wearing nothing besides the white ski mask and that he stopped and posed in front of her approximately 8 to 10 from where she was standing.

The woman told police he stood with his arms out, exposing himself. 

Aug. 31:

Cruz is suspected of exposing himself to a woman and her baby at an apartment complex in the 8700 block of Huebner Road. The woman told police she was pushing her child in a baby stroller when she saw the man sitting on the front steps of an apartment building wearing blue jeans, a black, long-sleeved sweater and sneakers.

She said the man stood up and exposed himself to her and that she ran into her apartment in fear. The woman told police that she takes her child to the bus stop in the mornings and that another woman had reported seeing a man blackexpose himself by another apartment building.

Police searched for the suspect but never found him.

September 10:

Police conducted surveillance on the Landmark at Atrium Apartments on Monday and found Cruz in only a trench coat and white mask "completely exposing his self and and his genitals openly and freely."

According to a report, police surveilling the area spotted Cruz in the mail room of the Landmark at Atrium Apartments.

Police said Cruz ran when they confronted him and hid behind a large garbage bin. Authorities were able to get him out from behind the garbage bin and took him into custody.

Officials searched Cruz's apartment at the Landmark at Atrium Apartments and found articles of clothing other women had reported seeing him in.
