People not evacuating should write name, social security number on arm, Rockport Mayor Pro Tem says

'It's not something we like to do but it's the reality,' mayor says

ROCKPORT, Texas - Hours before Hurricane Harvey was scheduled to make landfall Patrick Rios, Mayor Pro Tem of Rockport, urged residents to evacuate the area one last time and had a set of grim instructions for those who chose to stay.

"We’re suggesting if people are going to stay here, mark their arm with a Sharpie pen with their name and Social Security number," Rios said Friday morning. "We hate to talk about things like that. It's not something we like to do but it’s the reality, people don’t listen."

By Friday evening, forecasters announced Hurricane Harvey had intensified to a category 4 hurricane with wind speeds of 130 mph.

Forecasters predict the hurricane will be "life threatening." According to the Associated Press, catastrophic impacts will occur where Harvey makes landfall and structural damage will occur to sturdy buildings -- some with complete roof and wall failures.
