NFL Commissioner Roger Goodell would be the primary league executive to hear the appeal.
Elliott has been under investigation by the league for more than a year after an ex-girlfriend accused him of domestic abuse in Columbus, Ohio, where Elliott played football for Ohio State University.
Charges against Elliott were never pursued by the Columbus district attorney, but the NFL can suspend or penalize its players without any legal charges.
Schefter tweeted that Cowboys owner Jerry Jones is said to be furious with the decision. The Cowboys have not released an official statement.
