Couple arrested after boy with Down Syndrome found alone in neighborhood

DEER PARK – A Deer Park couple was arrested after allegedly leaving a young child with Down Syndrome unsupervised outside their home.

Brandon Travis Cobey, 25, and Jennifer Barry Free, 25, are both charged with endangering a child.

The alleged incident happened on June 6. According to court documents, the 6-year-old child was found several blocks from home. A man and woman found the boy standing in their driveway.

The witnesses said the boy was holding a puppy and asking for help. The man and woman checked the puppy's tag and learned the boy and puppy lived two blocks away.

According to court documents, the woman who found the child called the phone number on the puppy's tag. She told investigators the woman who answered the phone sounded intoxicated.

The couple who found the child then brought him to the home on Linda Street. They woman told investigators after seeing Cobey and Free, who she says both appeared to be impaired, she called police.

The officer who responded said both Cobey and Free appeared to be intoxicated. Also according to court documents, the officer reported the interior of the home to be "heinous" and "filthy."

According to court documents, there were a total of four children under the care of Cobey and Free at that time. When the couple was arrested, a third party was called to the residence and the children were left in that person's care.
