Worker accused of stealing from DPS drivers license center

Kennedy Hobbs, 48, used veterans in alleged scheme

SAN ANTONIO – A 48-year-old man is accused of stealing money while working at a local Department of Public Safety drivers license office in a scheme that involved using the information of unwitting military members. 

An arrest affdiavit stated that Kennedy Hobbs was a customer service representative at the Leon Valley Mega Center and handled applications for drivers licenses.

Investigators with the Texas Rangers looked into the allegations. The affidavit stated that when a military veteran would apply for a license, Hobbs would collect the required $25 fee.

Later, he would change the status of the veteran in the DPS computer system to "disabled," the affdiavit stated.  Disabled veterans are not required to pay any fees. 

By changing the status, Hobbs would make it appear that no money was collected, the affidavit stated. This, allegedly, would allow him to pocket the cash he had collected.

Investigators said they found evidence of five cases. The affidavit stated that under questioning, Hobbs admitted he had been doing this since October 2014.

Hobbs was arrested Wednesday on charges of theft and tampering with government records.
