A 'software update' delayed some voter registration by almost a year

Local election offices just got buried. A software issue tied to a third-party DPS vendor meant voter registration applications submitted during driver's license renewals never made it to counties, some dating back to last year.  Then they all landed at once: more than 45,000 in Bexar County, about 6,500 in Comal and 1,900 in Kendall.  Officials say the applications are still valid and there's no fraud, just a state-level error now costing local staff late nights and weekends.
