A Good Samaritan on her way to Fiesta made a horrible discovery on Wednesday.
She found a stray dog with a collar embedded into its neck, and now the Animal Defense League has stepped in to nurse the dog back to health.
The 8-month-old lab mix, named Kitty, was bleeding and disoriented, and was darting in and out of traffic when the Good Samaritan picked her up.
Hugo Vital, spokesman for the Animal Defense League, said it's one of the worst cases of embedded collar they've ever seen.
"The collar that was used on her was for a puppy," said Vital. "It was very thin, for an animal much smaller in size than she is. It was so tight, and she was more than likely tied to some sort of a pole or tree, so she was probably trying to get away."
Vital said the collar appears to have been there for a few weeks to several months.
Kitty had surgery on Wednesday to remove the collar, and the goal now, is to help her make a full recovery.
"Right now, Kitty is alive and well," said Vital. "We've been giving her treats this morning. She's very playful, very alert. And she will make a great pet."
Both Police and Animal Care Services have been contacted to begin an investigation into Kitty's injuries.
