The victim, 30, told officers that he was walking to a parking lot to meet another friend when Kamanzi approached him and opened fire, according to an arrest warrant affidavit.

A witness told officers that the victim first used pepper spray on Kamanzi, the affidavit states.

The victim was struck multiple times and taken to University Hospital.

He said Kamanzi was upset with him because he owed him $10, the affidavit states.

Police were able to identify Kamanzi as the shooter because the victim previously worked with him.
