Records show he was taken into custody Oct. 26, hours after being indicted by a Bexar County grand jury.
The city's human resources department confirmed Thursday that Flores separated from the city April 12, after working for the city for more than 12 years.
The department did not indicate whether Flores resigned or was terminated.
Flores' indictment states that in early January he used his position as a public servant to access Texas Crime Information Center and National Crime Information Center reports then disclosed that information to another party.
