The City of San Antonio plans to investigate what contributed to the deadly flooding that killed 13 people last week, according to a news release.

KSAT meteorologist Justin Horne says San Antonio-area creeks can experience heavy levels of water when the area gets lots of rain. One example is Leon Creek near Loop 410, which has risen 13 feet since the rain started late Wednesday night.

There was another high water rescue Wednesday morning in the same area near Leon Creek on West Commerce Street.

Monday night's heavy rain flooded roads, parks and trails along Leon Creek on the West Side. Throughout Tuesday morning, drivers and residents had to navigate roads, sometimes ignoring safety warnings.

A high-water rescue and subsequent road closure have affected the east and westbound lanes of the Highway 90 access road near Leon Creek, according to Transguide.

Francisco De Los Santos, 27, was shot and killed on the greenway near the Border Brook Trailhead during what San Antonio police described as an attempted robbery.

At around 5:30 p.m., Leon Creek at Interstate 35 crested at 25.79 feet -- the fourth-highest crest on record, NWS officials said. The water should continually recede through the night.
