According to an arrest warrant affidavit, Chalkley used belts, switches and her hands to beat two young school-aged girls.

The suspected physical abuse came to light Sept. 19, when a teacher reported seeing bruises on one of the victims at school.

Investigators from the Bexar County Sheriff's Office and Child Protective Services said they noticed additional bruises in various stages of healing on the girl's legs and arms. They questioned the girl and her older sister, who told investigators about the abuse, the affidavit said.

CPS removed both girls and a toddler-aged brother from a home in East Bexar County, the affidavit said.

James Howard Chalkley, 32, was arrested and charged with one count of injury to a child in early October.

The affidavit said that the couple used a shock collar, shoved one of the child's head into a wall and another child's head into a toilet.
