Rios was convicted of indecency with a child in September 2006. His victim was a 7-year-old girl.

Rios is required to register annually until 2023 and he's required to tell police when he moves to a new address.

In early November, Rios reported that he would be staying at the Haven for Hope homeless shelter.

When an investigator went to check up on Rios, he learned Rios had never registered at the shelter.

Investigators were unable to locate Rios until he was arrested Tuesday.
